Thank you for your post and thank you BrizzyVegas for that recommendation.
I would agree with BrizzyVegas to start and say that any antivirus program or a similar Windows firewall-esque feature is preventing this installation. Try isolating the problem by turning off one firewall or antivirus, running the installation, and reactivating that firewall or antivirus so not to let down all of your shields at once for prolonged periods of time. That being said, this might be necessary if the installation never runs to completion.
