If I already have Serato Video (purchased for Scratch Live), can I use the same license with Serato DJ (on the same computer), or do I need to buy the "Serato DJ" specific video plug in?

Serato Video is a plugin and will work with Scratchlive / ITCH / Serato DJ. So no you do not need to buy it again. Just install serato DJ open it and you will see video is there.
