thats probably the control tone your hearing. did you try switching you line/phono switches on the SL3 and mixer?

Yeah, get less when I switch to line. But, my concern is I'm not getting any sound. I don't seem to be getting connection with the mixer.

what mixer are you using? turntables or cd players? what do you scopes look like?

Hi cassidayben.
The faint digital noise will probably be the needles playing the control signal, non-amplified, in the room. All records play very very quietly if you put your ear next to them, and the control record is no different, although because its a constant tone at a very perceivable frequency, it will be more noticeable.
Let's look at the setup. What DJ mixer do you have? Do you have the SL 3 outputs going into the Line or CD inputs of this mixer, and the gains and faders up on the mixer?
Try playing the audio from the virtual decks using Int (Internal) mode to test this. It may be that the other end of the setup needs getting right, so this will let us know the audio can play.
As for the control - I assume you are using turntables? Make sure these are going into the SL 3 inputs, and the dipswitches for the channel select are set to Phono and not Line.
Look in the Setup window and see if the scopes look good (see here for more information: serato.com)

Ok. Thanks all. I'm using a Dennon x1600 mixer. I can get sound on cue but I'm still not getting output to the speakers. Any advice on that?

Normally just connect the master outputs to your amplification+speaker system and then you will need to make sure the soundsystem is getting the signal. It sounds like the mixer is getting signal, but you will need to check the master level is up and the LED lights are showing that you are outputting signal.
