good am i am currently using acer e1-421 using windows 7 with AMD dual core processor e450 however i am experiencing some audio drop outs

The answer is in your question, you're using a seriously underpowered processor to run software it can't handle.
It's also a processor not supported for SDJ.

Besides a different computer- you can look at optimising:
support.serato.com

Look into AMD workarounds:
support.serato.com

You will likely need to run at a relatively high buffer setting.
