I am just starting to DJ and I am on a budget of $200 but I want to maintain good sound quality.

You will probably want to look at the budget brands like Harbinger, Nady, Gemini, Fender. and used listings.
Or maybe rent speakers?

Dude, I would recommend you to chose the speakers from this site soundrating.com . Don't pay attention that it's speakers for a car. You can use it for your needs as a DJ. Really, in your case it would be more profitable to buy speaker from that site and then to connect it for your DJ remote, because car speakers are much powerful and have a better bass than a simple speakers. Frankly speaking I did exactly in this way, because due to this I saved about $ 300 buying car speakers instead of standard.

^ BAD advice; those are interior 6.5" car speakers that don't come in any type of enclosure and also don't come with amps to drive them. It'll end up costing you more than $200 just to get them set in something and powered.
Assuming you're just talking about something for home use/practice ('cause you won't be able to get much for a crowd for $200), I would suggest a pair of small, self-powered studio monitors like the JBL LSR305; you can find them for around $80 each used or between $99 and $149 new depending on sales and how well you can haggle. If you're wanting something louder that you -can- use for a small crowd, you should go with a single 8"-"12 Alto or Harbinger speaker from Guitar Center and use whatever leftover cash you might have for their extended warranty program.

You can't get any quality DJ speakers for 200$, unfortunately. Closest you will get to decent quality is Alto TS312s or Mackie Thump 12As, or even better Cerwin-Vega CVE12s (a bit more $$$)

I suspect he was talking about speakers for home use, not PA speakers. d:raf has the right advice. A small pair of studio monitors would be the best thing to start off with. Using car speakers would be absolutely ridiculous.

For practice, or house party?
A pair of used Alto TS110A can be had for that price. Add a sub, and active crossover, and they'll rock a small house party.
Or, go old school. Used, Community, or Yamaha passive speakers, and a QSC USA amp. A bit over your budget, but solid gear that won't let you down.

You can score a pair of original Mackie srm450's for around 300.00 a pair. They will work well to start. Stay away from the Thumps they are junk.

Good sound quality for 200 dollars does not exist. If it's just for home use to practice then any old hi-fi speakers will work assuming you have an amplifier.
