No, you don't NEED to buy it, but when you run Serato DJ you can buy the plugin by hitting the little "Online" button in the faaaar lower right corner and hitting that Buy/Activate button that it pops up. It will then ask for your email login and password and you should be able to buy PnT along with the other FX packs if you want.

Hi toston76,

popnwave has it right there. I've attached a screen shot of steps you need to take (see attached pic).

You can also buy it here at the store store.serato.com, and then register it to your Serato.com account.
