They paid royalties to the organization in Russia. They were putting together a mechanism to cut royalties directly to the artists as well.
The royalty levels just weren't what the US copyright holders wanted... because Russian law allowed them to pay royalties like a radio station instead of a 'per track' basis like they do in the US.
But all that aside... if you're a user of AllofMP3.com you're in for a ride as the company goes through the Russian courts... all because Russia wants to enter the world trade organization...
