I know this may sound kind of like a lazy way to make sure your levels are right throughout a mix, but does this exist?

yes but only to an extent. meaning you can set all your library to a desired db volume but just like in real vinyl, if you scratch fast then the sound will automatically increase therefore if both channels are completely open, the one you are scratching with will be louder than the other one.
