That's by design.

The counts of people who are online are considered non-essential so the floating toolbox rides up over the counts when you're near the top of the page.

This is useful for people who have lower vertical screen resolutions because it means they'll see the whole toolbox without having to scroll down.

Cause I keep on reading it ;) Can't take my eyes of it. Hypnotizing just like the spinning virtual decks on SSL.

Perhaps I should put your user name inside a <blink> tag to draw your attention to the other side of the web page?
