They said 19th New Zealand Time so where is it and is it stable

Dude, IT'S A BETA!!!

It is not supposed to be stable. Any stability is only in your own mind.

i can't get VSL 1.0.2 started in 1.9(beta) on my working VSL PC.

Seems like a lot of the issues I am reading about appear to be happening on the PC side.
