Hey Topdog00777,
Thanks for getting in touch,
Before I can start the troubleshooting process I need to gather some further information off you.
1. Can you send me your full computer specs?
-- RIGHT-click your MY COMPUTER icon and select PROPERTIES.
-- Copy this information back here.
2. Are you using any external hard drives to organise your music?
-- How big is the external drive?
-- How much free space do you have on the drive?
3. Are you using any other USB devices?
4. Are you able to attached a MP4 video file to this help thread?
-- (see the attach a file button to the left of this reply box)
-- I will do some further testing on the file and get back to you.
Thanks :)

the Intel Graphic video card used in my computer is not supported by serato

You kinda answered your own question there. If you don't have a dedicated video card in your laptop you need a new laptop.

Hey Topdogg00777,
If you are running an Intel graphics card then thats correct. You will not be able to run the Serato Video plugin.
You will need to look at other computer options.
Thanks.

Hey Topdog00777,
Serato Video spec requirements can be found here --> serato.com
Support cards are
"Nvidia 8400" or a better Nvidia card model.
"ATI 1650" or a better ATI card model.
You will need to contact Toshiba to see if its even possible to upgrade the graphics card in your laptop. Most of the time it works out cheaper to purchase a new laptop.
Thanks.

Hey Topdogg007777,
Do you have the latest version of Quicktime installed?
-- Download and install quicktime --> support.apple.com
Do you still have the same issue?
If you are still having issues are you able to attach a couple music files to this thread that cause this issue, I will look into them, then get back to you.
Thanks :)

I'm having a hard time finding a laptop to be able to use Serato video. Most laptops now have windows 8 or it does not have nvidia 8400. Some have nvidia 630.

You can use a computer with a video card better than that one. Just don't get one with the intel chip It wont work.

Hey Topdog00777,
As Code:E has said, you dont need a Windows PC with a nVidia 8400 card. You need a Windows 7 PC with a graphics card that is the same / better then the nVidia 8400 card model.
Your other option is to purchase a Macbook Pro.
If you have any other questions please feel free to ask.
Thanks!
