I am wondering what I should set my target rate for. The first reel I am trying to convert is 13:49 seconds long. By the time I get to the end sound is ahead of picture by 21 frames.

Hey soundforfilm,

This will depend on the frame rate of your video.

For example, if this is 24 frames per second then there will be 1/24 seconds per frame.

This will mean that 21 frames is 0.875 seconds, and you will want to set your target for 13:48.125 or basically around 1 second shorter.

Does this make sense?
