Improve ID3 rescan function

Currently, the Rescan ID3 Tags function when used, is only applied to music saved to your systems local drive. As such, if I use an external drive, and choose to update the ID3 tags on my external drives tracks, Serato is currently incapable of rescanning the ID3 tags on said tracks. Surely an improvement on this wouldn't take much work?

I have serato rescan my external drive's tags all the time. You may have some other issue going on
