i already bought serato video for itch for 149 usd
do i need to pay again if i upgrade to serato dj????

by the do i need anyway to buy the serato dj for 99$???
after all i paid 149$ for the video plug_in

No. It's the same plugin for both.

Yes. You paid for video plugin, not the Serato DJ upgrade.
